Technical
An unchanged issue is a member of the declared session universe classified neither advancing nor declining after the comparison basis, adjustment policy, and numerical tolerance are applied.

Unchanged issues are part of universe reconciliation but are excluded from the canonical ratio-adjusted McClellan denominator.
