A company can issue common shares, preferred shares, and bonds. Those instruments may differ, while the issuing company remains the issuer.
Technical
Issuer identity belongs at the entity layer and should be linked to, but not collapsed into, security, share-class, listing, and symbol identifiers.
Scope
The term can include governments and other organizations, not only public companies.

- The issuer identifier does not uniquely identify one security issued by that entity.
